Little people were killed cuz did not follow these rules: Lock your home and school entrance door (s) with an ironclad one, put iron bars protecting your apartment and schools' widows, build a false ceiling made of iron-sheets metal. Put cameras all around your home or apartment and schools. Keep an extremely aggressive and strong 150 lbs. dog to protect your children, (...and school guards to the teeth too) when you are not home. Buy a life insurance family plan (schools should do that too but for teachers and students including visitors). Now, politicians might notice you and private homes have the correct protection against racists, terrorist, enemies of multi-racial people and crazy ones same as them, they (politicians) will create a "workaround law" to declare that what people are doing is illegal and ask the Supreme Court to declare this type of protection illegal as did with a more than 50 years practice permitting, legalizing women, to own their vagina to give birth a human or not, as if they, those Judges of The Suprime Court, own all women living in the United States of America's, their vaginas to have a partus ...pedaling back to the ownership of humans but yes on the "China way: human organ trafficking" USA owns women reproductive organs: have no "Human Rights" to decide having a Partus. Question: will the Supreme, some day in the future, permit its sales for LABs to experiment it too, cuz the Supreme owns them?

Solution: The Constitution of the United States of America, does not talk on Partus. The Suprime Court is not to create laws regulating that ...only the Congress of USA can do that, the Suprime Court should rule if Congress create laws that violate any constitutional right and Human Rights followed universally by Democratic Nation States.
