But it is the parliament of the UK that have to create that law ...and problem solved. If any UK wants to study in the EU, just go there and your citizenship rights will protect you to get all the EU benefits. Yes, Mr. Putin, the world is changing, always had been

Distinguished and respected Russia’s President, Mr. Vladimir Putin. Yes, the world is changing, always been changing since human exists. It would be, and still is, a good act in human evolution if countries that spend a great deal of money, spend it building bridges, roads, industries and farming instead as Russia and USA do in spending on war material and its labor. But that is not the only problem, the problem is trust. When Russia permits as well as US permits, that very able people attach each other Nation States by hacking into both systems, that is where part of the problem rests. When one Nation State does not wish another nation state to navigate on open sea, that is where part of the problem rests. When one Nation State makes nuclear calculus on how to destroy and first direct powerful destructive hardware to other countries, and to do that, they have to devote huge amount of money, and not investing that capital constructing, for its own people new and better bridges, roads, and better hospitals and schools, that is where part of the problem rests. Nations such as Russia and US are taking a great portion of the most important thing to make wars amongst them and others. What both countries have to do is, implement a mutual system of trust and check in respect to cybersecurity, nuclear bomb, and any form of mass destruction between both. How to do that? As difficult as it sounds is as simple as is making laws punishing hackers, if proven, to attack any of us. Creating amongst our citizens, both, respect and admiration on both nations and its richness, the need of each other mutual economic exchanges. Guarantee that if one citizen of one of our country, invest his/her capital in the other country, their government, if the citizen complies with the law, will protect their investments, and would reimburse any looses if any unfair competition is detected and proven in a court of law, from the national land where the investment took or takes place. Student exchanges between them with loans made directly by the government under special agreement by international laws that would respect both: the student and the student family if their family decide to travel and spend time with their members studying on the other country; even permitting the student to make business investment on the other country after graduation including permanent residency base on the student history while the student resided in the guess nation. Americans would send their sons and daughters to study in Russia and even to invest in Russia after graduation (rich parent would love to do that, for example, a son or daughter that graduated in Russia in Civil Engineering, to work on building construction, road building and even build private hospitals in Russia; the some goes for US from Russia. If any of them, any of both, violate the legal laws (cuz there are many laws that are illegal on the reason that they are made discriminating some one from certain nationality, raze or believes, etc., etc., etc., both governments would permit the violator to have a fair trial, including lawyers from both countries to seek for the protection of human rights for the violator or even mutual agreement from either the other government to expel the violator forbidding entrance back to the country after the violator pays either with money or time in jail the damaged done. The other government could agree to extracdict its citizens based on international law and visit, see, and have direct talk with the punished one. Even sending the violator back to his/her country as long as his/her country reevaluate facts investigated by the family and/or government that represent the accused one. All that is to avoid political repression to one’s living in either land. Both nations should swear never to send one of its citizens to hurt, damage of get scientific data, illegally from the other nation. Copyright should be highly enforced (remember, they would be future scientists that could steel data from one university to be given to their native land, obtained via lies.
