That would show the world that Western countries not only support Democracy with guns and ammunition but with food and money for the needed Democratic Nation State members to survive in case of a war or natural devastation occurs, gave by UN for others not to suffer so much?

What would happen?  The UN will strengthen its membership and many, many nations would pay much more attention to UN …SNAP Benefit cards administered by United Nation.

Is it a lot of money?  …well, would be less than the cost of guns and ammunition support given to countries sent under the abuses of other terrorist nations.  Well, such a nation cannot be a dictatorship country, a terrorist country, or an abusive country.  Of course, many citizens of many countries suffer a lot but, the resources should be distributed for Democratic Nation States under a war provoked by non-democratic nation state, oh!  Or under a mayor catastrophe.  Those United Nation States should ask for that benefit, directly from its govs.
