Cannabis sativa with abundance over 4% THC is adverse to the human health, it causes Schizophrenia.

Both concentration of Cannabis sativa is extracted from the flower bud in form of crystals in different ratio as 4% THC and 17% CBD.  The ratio can be manipulated.  THC acts as a tranquilizer.  But In excess it produces Schizophrenia.

It seems that in Cannabis sativa, the higher the concentration of THC, the better its relief or effect of relief of pain in humans.  It seems it works well on cancer patient, not for the treatment of cancer, but as an analgesic on pain as other pain reliever, but much effective, without side effect of Schizophrenia.

It has been seen that Cannabis sativa in its raw form, this is, in its natural form, its use make epilepsy worse as based on Neurologist opinions.

It seems that certain parts of the plant, such as its flower’s substance of liquid and gas extract, does good in the health of people suffering of extreme pain where other analgesic doesn't relief any pain but just make the body numb and the pain as well. Smoking marihuana is not the same as consuming its extracts of THC and or CBD substances for the treatment of epilepsy and or extreme pain such as the one induced by cancer cells.

It is an institution the as many institutions such as those in other field that gather members of a professional field in order to establish rules by which that field would guide itself.   There are many fields with similar purpose such as in electronics, computing, engineering and others on the scientific field.  These institutions establish rules and regulations by which other organism would guide themselves to keep its field running smoothly and with codes understandable within their field of practice.

In conclusion: the only known and proven effect of Medical Marijuana is that it is a very potent analgesic effective on the human body much better than other analgesics when most of them don’t work as needed by patients and causing unwanted effects, Marijuana when used via controlled methods (its extracts), it has been proven is good for decreasing and even erasing pain in the human body.  It doesn’t cure any illness.  So many analgesics such as that of aspiring, Tylenol, Ibuprofen and others do calm or decrease pain, but Medical Marijuana is much more effective.
