That this decision no one knew of it, it was a spontaneous one originated as just said. Rosenstein was Trump's scapegoat and Comey was fired.
Notice that the director of the FBI was fired just near the unamounced visit of Russian's agents at the White House. Also notice that Trump did not tell a word why Comey had to be fire from the FBI roll; that had to be fabricated by someone else so, Trump tried to atribute it to other people under his control, but as doing so, they all offered to resign, putting Trump in an embarrassing situation.
