...as of 09162019 to the future from now on: removing the reach from the President of USA to abuse the system which should be self-decision making and just to serve the President of USA as it feels its needs.  Appoint its own directors, not via the President and serve the President, "so they can't be fired, blackmailed or politically influenced or else by any politician."  As congress can not be too. NSA, CIA and the Pentagon self-controlled and they designate their directors, not the President who could be any civilian with 100% lack of knowledge or spirit on the existence of the USA for the rest of its existence on Plannet Earth.
